Burnsville's Adopt-A-Street program is a public service program for volunteers to pick up litter along Burnsville’s streets. It is a way for environmentally-conscious citizens to make a personal contribution to a cleaner environment.
The City will post a 24” x 30” sign on the roadside to recognize your group’s cleanup efforts.
Call the Burnsville Engineering Department at 952-895-4463 or download the Adopt-A-Street Contract. A group representative must sign the Adopt-a-Street Contract on behalf of your group. All group participants must review the safety information provided by the department of Public Works before every pick up.
Groups must arrange pickup dates in advance with Public Works. The City will provide high visibility vests, trash bags and safety information for your group. Work may not be allowed on or near holidays. Groups must pick up litter at least three times a year along both sides of the roadway.
Groups should leave filled trash bags along the roadside as specified by Public Works. Groups are encouraged to recycle materials for their own benefit. The Public Works Department will remove filled bags, and large, heavy or hazardous items from the roadside.
The City contracts with American Boarding Kennels (1102 Highway 13 E., Burnsville) for animal control issues. If you have questions on animal control issues or to report a stray cat or dog problem, please contact American Boarding Kennels at 952-894-DOGS (3647).
Impounded pets are available for pick-up at American Boarding Kennels Monday-Friday from 9 a.m. to 5 p.m., Saturday from 9 a.m. to 5 p.m., and Sunday from noon to 5 p.m.
No animals are allowed to "run at large." All animals, including both dogs and cats, must be kept under restraint at all times. Restraint is defined as on a leash or otherwise physically controlled by a human when it is not on the owner's property or other property by permission. Pet owners are encouraged to keep their pets on their own property by using suitable fencing, kennels, pens, well-secured leashes or chains.
Owners are required to prevent their animals from being a nuisance to others. This includes both dogs and cats. A nuisance can be habitual or frequent animal noises such as barking, crying or howling, fighting with other animals, killing wildlife, or damaging or destroying public or private property. When you license your pet, your contact information is kept on file with the licensor, allowing them to contact you if your pet is taken to an animal care facility. If your pet is lost you can notify the licensor.

Birnamwood is the smallest golf course in the world and the only nine-hole course in the State of Minnesota to receive this designation. The Impressions on Ice Show is now generally held in the middle of May on a Friday and Saturday evening. Show time is at 7:00 pm. Please call the main office for more information at 952-895-4651.
Typically, Ice Show tickets go on sale two weeks prior to the performances. Prices are $5 for students (5-17) and seniors (62 +), $10 for adults, $25 for a 3-show pass (includes dress rehearsal on Thursday).
The Burnsville Hockey Club and the Burnsville Minnesota Valley Figure Skating Club are volunteer organizations that use our facility as their address. However, they do not have any staff located at the Burnsville Ice Center to answers questions. Their volunteers change from year to year, so when calling for the respective Clubs please ask Ice Center staff for a Club representative that you can contact.
Skaters should be warm and comfortable. Dress in layers with mittens or gloves. Snow pants or warm up pants are helpful because they are water proof. Helmets are required for the Hockey Tracks classes and strongly recommended for the beginner classes.
Generally, any new skater 4 years or older can be in a Beginner or Hockey Tracks 1 class. If the skater is 3 years old, they can go into a P.A.L.S. class where a parent / guardian skates with them. If your child has had lessons before or has some skating experience, please call the coordinator at 952-895-4657 for an evaluation .

Night to Unite is held on the first Tuesday of August and the goal of the night is to strengthen neighborhood spirit and police-community partnerships. Note: A party must be registered with the city for an opportunity for visits from police, fire and local leaders.
Join the Mobile Volunteer Network (MVN), a group of community members who assist the Police and Fire Departments. MVN members assist during special events or emergency situations and are trained in crowd control, first aid, traffic control and search and rescue.
There are many programs and activities available for older adults. Recreational activities include, pickleball, nature walks and special fitness events. There are also many types of educational seminars available with topics on de-cluttering, recycling and aging in place. The Burnsville Senior Center offers a variety of activities, programs and social events. The Senior Center is operated by District 191 Community Education and can be reached at 952-707-4193.

The City of Burnsville does not license businesses. The State requires licenses for certain types of businesses, such as food prep and sale, medical, chiropractic, etc.
Incentives may be available if there is an above typical development cost to construct a building. There are not City incentives available if the business is leasing space. The Economic Development Commission (EDC) is an advisory body to the City Council and the Economic Development Authority charged with the responsibility of researching, reviewing, and making recommendations on issues related to economic development.
Economic Development Commission meetings are held on the second Wednesday of January, March, May, July, September and November at 6:30 p.m. in the Burnsville City Council Chambers.
Federal and state offices, except for judicial offices, are partisan offices. You must include a political party name when filing for the office. A candidate who has not filed as Independence, Democratic-Farmer-Labor, or Republican must also submit a nominating petition.
If the candidate receives contributions or makes disbursements of more than $750, an initial finance report must be filed within 14 days of receiving or disbursing the $750.
During a year when the candidate’s name is on the ballot at least three finance reports must be filed:
10 days before the Primary 10 days before the General 30 days after the General Annual reports are required by January 31 of each year following an election until a final financial report is filed.
A Certification of Filing must be filed no later than 7 days after the General Election. The certification states that all required financial reports have been submitted.
M.S. 211B.045 Noncommerical Signs Exemption: In any municipality with an ordinance that regulates the size of noncommercial signs, notwithstanding the provisions of that ordinance, all noncommercial signs of any size may be posted from August 1 in a state general election year until ten days following the state general election. Dakota County has policies governing the placing of signs on rights-of-way and municipalities may have their own ordinances.

Requesting a ballot is a two step process. First, you must complete an absentee ballot application. Then, you will receive a blank ballot to vote and return to us. If you are eligible to vote absentee, you may do so either by mail or in person.

Election judges are an integral part of the election process. The City of Burnsville strives for lower costs and greater flexibility with construction projects and schedules; therefore, the City tries to have projects bid during the late winter and early spring, with our goal being to have construction work substantially completed by mid- fall.
The City of Burnsville and its contractor does not provide quotes to replace driveways as part of its street construction projects. Property owners may use their own contractor to replace their driveway. If this is the option chosen, property owners can sign a waiver whereby the City will not reinstall concrete aprons or asphalt patches that are disturbed as part of street work, and the property owner agrees to restore the driveway within a specified time period. Once construction begins, residents are encouraged to contact their construction inspector to discuss options; however, property owners are encouraged to wait until the street is paved to have this work performed.

We offer a range of Fire-related permits online. These include:
Grilling with charcoal, propane or other grills that produce an open flame is not permitted on the decks of multi-housing buildings or within 15 feet of the building. Electric grills are permitted, but the Fire Department would like everyone to use caution even when using an electric grill. A deck fire can extend to the building’s surface quickly and travel to other decks and building openings
An annual permit is required for any resident wanting to have a recreational fire at their residence. The permit is free of charge and states the requirements for recreational fires. Please call the Recreational Burning Hotline at 952-895-4666 prior to starting the fire. There may be a temporary burning ban in place if conditions warrant.
Fire engines are staffed with two to three firefighter/paramedics and they respond to critical medical emergencies to assist the ambulance personnel.

It is not illegal to have buckthorn on your property. Although the City encourages residents to remove buckthorn and offers programs to assist with the effort (www.burnsville.org/buckthorn), you are not required to remove it. Buckthorn is considered a “Restricted Noxious Weed” by the Minnesota Department of Agriculture and cannot be sold in the nursery trade.
Intentionally feeding deer or waterfowl is against City ordinance. Feeding deer and waterfowl can cause safety concerns, damage to landscaping and other issues. If you’d like to report feeding violations in your neighborhood or other issues related to deer or waterfowl, visit the wildlife section of our website.
Coyotes are present in most areas of Burnsville. Coyotes are a part of the natural environment and the City does not control their population. In most situations, coyotes pose little risk to people but can be a concern for small pets.
Hunting is NOT allowed on City property unless conducted during a special hunt organized by the City and authorized by City Council. Gun hunting is not allowed on private property. Bowhunting is allowed on private property but all City bowhunting ordinances must be followed.

Educate your neighbors by volunteering to stencil storm drains. Keep your driveway, sidewalk and street clean. Sweep up grass clippings and leaves, reduce/eliminate lawn fertilizer, clean up oil drips and other leaked automobile fluids, wash your car on the grass instead of the driveway (or go to a commercial carwash), and reduce/clean up ice melting products in winter. Attend a “Landscaping for Clean Water Workshop” and learn how you can build a rain garden or create a shoreline buffer.
Looking good is a subjective term when it comes to ponds. What you consider weeds may be part of a normal pond environment. Native aquatic plants (such as Duckweed, Water Lilies and Coontail) are good for pond health and provide food and shelter for aquatic wildlife. However, algae blooms can be a problem caused by too many nutrients in the pond. Invasive plants such as Eurasian Watermilfoil and Curlyleaf Pondweed can also overtake a pond. If you want to control algae or aquatic plants in your pond, you will first need to determine if the MN DNR considers your pond a “Public Water.” Aquatic plants growing in public waters are owned by the state and a permit may be required to control the plants. Generally, city ponds over 2.5 acres or more in size are considered public waters, but you should contact the MN DNR to check on your pond’s status. No, the City does not control lake or pond levels. Water levels fluctuate due to rain, snowmelt, drought and evaporation. Underground storm water pipes carry storm water runoff into and out of lakes and ponds. However the storm water system is passive, which means that there are no control structures (such as gates) to control the flow of water through the system.

Alimagnet Park has a seven-acre off-leash dog park that includes a walking trail, open grass area, picnic tables/shelters, benches, waste bags/trash containers and more. Alimagnet Dog Park can be accessed year-round. During warm weather months dog owners may use outdoor ice rinks at North River Hills, Northview, Paha Sapa, Red Oak, South River Hills, Terrace Oaks East, Timberland, Vista View, Highland Forest, and Knob Hill Park as an off-leash area. The rink gates must be kept closed and owners must clean up after their pets.

The City of Burnsville offers community gardens for Burnsville residents at Neill Park and Wolk Park. Plots are available for use from May through late October (weather permitting). The registration period for plots is February 1 - March 1. Details about the community gardens are posted on the Parks & Recreation page from mid-January through mid-March.

Submit a request for a zoning letter to the City of Burnsville. The fee is $67 per the City of Burnsville Fee Schedule.
Requests for a zoning letter may be submitted online through our Citizen Services portal.
Payment is required prior to release of the letter. Depending on complexity of the request, it can take up to 15 days to complete a Zoning letter, but most often it’s completed within 7-10 days. The cost for fingerprinting is $37 per person (must be paid for by cash or check at time of service). Please note, if an officer becomes unavailable your appointment may have to be rescheduled. The City of Burnsville contracts with Arbogast Mediation Services to help you address conflict in your neighborhood. The mediation service is provided for free to Burnsville residents, and is an excellent way to bring people together in a safe environment through the use of a neutral third party to respectfully discuss differences and work on a plan to resolve them. By requiring rental properties be licensed, the City helps ensure owners, operators and managers are taking reasonable steps to provide a safe, secure, sanitary and reasonably nuisance-free environment for tenants and neighboring residents.
Requiring rental licenses and minimum standards helps maintain property values and assure the preservation of the City's existing housing supply.
Individual Unit (single-family, condo or townhome) - Within Association or Same Building:Owners that rent out individual units located within an association or within the same building will be charge $160 for each individual unit within the building or association.
Townhome Complex:Owners who rent out multi-unit townhomes within a townhome rental complex will be charged $85 per building and $11 per unit.
Manufactured Home Parks:Manufactured home park owners who own and rent out individual homes within their park will be charged $260 per park and $45 per rented manufactured home. Individual manufactured home owners (who do not own the park in which their home is located) who rent out their unit will be subject to the individual unit fee of $160.
If violations are found, the property owner or designee will receive a detailed inspection report highlighting the code violations. The letter will also indicate a time frame for the items to be remedied or repaired. The property owner or designee must correct the violations and schedule a re-inspection of the rental property within the time frame specified. Once all violations are properly corrected, the City will issue the rental dwelling license.
Solicitor: A person who goes location to location soliciting donations (other than forpolitical campaigns,) or taking “orders” for goods/services that will be delivered on alater date.
Transient Merchant: A person who temporarily sells and delivers goods while using oroccupying private property, a vacant lot, parking lot, motor vehicle, trailer, structure,tent or portable shelter.
Mobile Vendor: A person who sells food or goods from a vehicle, trailer or cart withinthe City, and temporarily uses or occupies any street or right-of way. A mobile vendormay also operate on private property under specific circumstances and if they adhere toCity ordinance.
The cost of a permit is $100 per person. Permits expire on Dec. 31 of the year issued.
Mobile vendors can conduct business on private property (except for retail property)without a “Conditional Use Permit” if they operate only during normal business hoursand do not park or occupy space overnight. Registration with the City is required.
Mobile vendors are also allowed in specific locations in the Public Right of Way and in City Parks, but again, must first register with the City.
All peddlers/solicitors (except for those soliciting for religious, political, social or other ideological beliefs and non-profit activities) must complete a “City of Burnsville Peddler, Solicitor, Transient Merchant & Mobile Vendor Registration Form.” (Available online or at the Burnsville Police Department.) Noncommercial solicitors do not need to complete a “City of Burnsville Peddler, Solicitor, Transient Merchant & Mobile Vendor Registration" form, but must provide the City with a list of the full names and birth dates of individuals going door-to-door, and wear an identifying badge or ID at all times
Transient merchants and mobile vendors must complete a “City of Burnsville Peddler, Solicitor, Transient Merchant & Mobile Vendor Registration Form.” Transient merchants who will be at a location for multiple days must first obtain a “Conditional Use Permit” from the City of Burnsville Planning Department. Mobile vendors must provide a “Certificate of Insurance” naming the City as an additional insured and provide a copy of a Minnesota Department of Health/Department of Agriculture license with their application (if serving food.) Refer to the Burnsville City Code or contact the Burnsville Police Department for coverage minimums. If catering a private outdoor residential event, mobile vendors also need a City “Block Party” permit. If catering a special event sponsored by a business or retail property, mobile vendors will also need a City “Special Event” permit. If operating in a City park, mobile vendors will also need a “Park Mobile Vending” permit.

The city will repair/replace mailboxes if it physical damage was cause by the snow plow. Most mailbox damage is from lack of maintenance, such as a rotting post. Please check your mailbox annually for structural integrity.

The city sweeps all public roads completely two times per year. Once in the spring and once in the fall. We will also sweep throughout the year for other reasons such as in conjunction with seal coating and crack sealing.
All paved streets are evaluated yearly. After the evaluation is completed, the information is analyzed. The condition of the street, past maintenance history, age of the street, the city’s five year Capital Improvement plan and budget all play a major role in deciding which streets will be fixed/repaired or will have some type of preventative maintenance (seal coat, overlay, etc.) performed on them.
The two primary causes for premature deterioration of asphalt streets are weather and traffic. As the frost is leaving the ground during the spring thaw, the gravel under the street has high moisture content, which affects the load carrying capacity of the asphalt pavement. To prolong the service life of the streets and highways, axle weight restrictions are imposed. Exceptions to seasonal load limits are granted to emergency vehicles and school buses. All other vehicles must follow the posted weight limits. Dates of load limit restrictions vary from year to year. Please check with the MNDOT by calling 1-800-723-6543 or visit their website for more information and when restrictions will be applied.

The City licenses companies to collect garbage and recycling for residents; the City itself does not pick up trash and recycling. Residents are responsible for contacting haulers and setting up their own recycling and garbage services.

Yes, you can enroll in paperless "e-Bills" which will allow you to make one-time or recurring payments online with a credit card or checking account. Customers who have not signed up for e-Bills can make a one-time payment online or set up recurring payments with the City. You can access online payments and account information online through your WaterSmart portal.
The Utility Billing Department needs to be notified whenever there is a change in occupancy. When service is canceled a forwarding address needs to be provided. Since the water usage is billed in arrears, a final bill will need to be completed after service is discontinued. Please complete the "Change of Occupancy Form" to provide move in or move out information. Once the change of occupancy form is submitted, Utility Billing staff will use the information provided to set up or cancel service. Please consider your submission as a confirmation of receipt. Utility staff will reach out if there is an issue with the information provided. If for any reason the change of occupancy date changes, please notify Utility Billing as soon as possible at email@example.com to avoid incorrect billings.
Meters will only register usage when water flows through it. A leak can be costly -- an average leak for a toilet can waste 200 gallons a day or 6,000 gallons a month. Since leaking toilet water goes down the drain, toilets don’t necessarily leave any sign of a leak until you get a bill. Violations of the watering restriction policy can result in a warning and fees being added to the water bill of the offending property. The non-compliant fees are on a graduated scale per offense.

e-Bills are a free electronic version of your mailed utility statement. The electronic bill is identical to the paper statement and can be viewed, printed or saved right from your computer. You can view current and past statements and payments for 12 months. By signing up for e-Bills, you will no longer receive a paper statement. If you need to receive a paper statement, you can opt out of e-Bills by calling 952-895-4480.

Paper statements can take days to arrive. With e-Bills, you can receive your statements much earlier. When you enroll in e-billing, you will receive an email notification letting you know that your statement is ready for viewing in your online account. Once logged into your account through your WaterSmart portal, you will find instructions to set up an automatic payment option. You will only be charged the amount of your bill.

To ensure adequate water supply during hot summer months, the City of Burnsville has an odd-even day watering policy in place April 1 through Sept. 30 of each year. Mid-day watering is not efficient and results in large amounts of water being lost to evaporation. No lawn or garden sprinkling or other irrigation can take place between 11 a.m. to 3 p.m. on any day. This applies to all residential and commercial properties.

If it has been determined that no blockage or restrictions exist within the City's sanitary sewer system, the homeowner is advised to contact a professional plumber or drain cleaning service to have the private sewer service inspected. The City Of Burnsville cannot make a recommendation for drain cleaning services. It may be in your best interest to obtain several estimates.Residents should be aware, if the problem is in the sewer service (lateral), the property owner is responsible for correcting the problem. The owner of the property is responsible for maintaining and cleaning the sewer lateral from the building to the City's sewer main, including the connection on the sewer main.
Many homeowners' insurance policies exclude damage resulting from sewer backups. However, some insurance companies do provide sewer backup coverage. If you are concerned about the possibility of a sewer backup and want to insure that you are covered, the City urges you to check with your home insurer regarding the availability of sewer backup insurance.
Grease: Cooking oil should be poured into a heat-resistant container and disposed of in the garbage after it cools, NOT down the drain. Washing grease down the drain with hot water is not the answer. This grease goes down the drain, cools off, and solidifies in the drain, the property owner's sewer and/or the sewer main. When this happens, the line eventually clogs.
Paper Products: Paper towels, disposable diapers, and feminine products cause a great deal of problems. These products do not deteriorate quickly. They become lodged in portions of sewer causing sewer backups. These products should be disposed of in the garbage.
Sewer Root Control: The continual flow of nutrient-filled water found in sewer pipes attracts tree roots. Roots growing along pipes exert significant pressure on pipes. These roots may push into and around gasket connection points, which may expand and break seals. Root infiltration can cause a blockage to the sewer, resulting in sewage backup in your home and damage to your property.
Tips For Controlling Roots: The conventional method of removing roots by a professional drain cleaning service involves cutting or tearing roots to solve an immediate problem. However, this method does not stop the growth or destroy the roots outside the pipe. This is similar to pruning the bushes and shrubs surrounding your residence.
An annual chemical root control program is an effective preventive maintenance measure. A product that foams with the addition of water is the most effective means of coating the roots and pipe surfaces. These products may be purchased from your local hardware store or home center.
Illegal Plumbing Connections: Do not connect French drains, sump pumps, roof gutter drains, or foundation drains to your sanitary sewer service. Not only is it illegal, debris and silt will clog your service line. Consult a plumber to correct any illegal connections.

Here are some troubleshooting suggestions: Bypass your water softener. Often times when softeners begin to fail they restrict the water flow to either low flow or no flow. If you bypass it and the flow is restored, you know it’s your softener. Here is a You Tube link to a tutorial on bypassing your water softener: https://www.youtube.com/watch?v=KvCOlHd9-yw. It goes over four different bypass types which should cover most softeners. Do you have a filtration system? If so, the filter may be plugged. Have you turned the water off at the meter because of plumbing repairs or equipment installation? Check both valves and make sure they are open all the way. If it is not one of the three above items, it is probably your Pressure Reducing/Regulating Valve (PRV). It can fail and cause high water pressure, low water pressure, or no water at all. Replacement is part of the plumbing system which is owned by the homeowner. Please go to the City of Burnsville website to download a copy of the meter and valve information brochure. If you are handy, they are easy to replace. If not, you may want to have a plumber make the repair for you.
High Water PressureYou can purchase a pressure gauge at a home improvement store to get the pressure in your home.
If you have a laundry tub with threads on the faucet, you can attach the gauge there and turn the water on to get the pressure. Otherwise, you can attach the gauge to one of your outside hose bibs and turn the water on.
If the pressure is high (over 75 psi), your PRV may need adjustment or replacement. The PRV is bell shaped with a screw in the top and is mounted near the water meter. There is a nut which needs to be loosened to do the adjustment and tightened again when you are done.
Adjusting a PRV – To DECREASE the water pressure, turn the screw to the left in very small increments. A little does a lot. To INCREASE the water pressure, turn the screw to the right in very small increments. A little does a lot.
Check your pressure gauge as you turn the screw and turn it until you reach your desired pressure. The recommend pressure is 50 -70 psi. If turning the screw does not adjust the pressure, you need to replace the PRV.

Check all toilets for leaksEven if you don’t hear water running, it does not mean the toilet isn’t leaking. One way to check if there is a leak between the bowl and the tank is to place a few drops of food coloring into the tank; then, wait several minutes to see if the dye enters the bowl. If it does, you have a leak.
Check faucets and shower heads for leaks.
Check proper operation of water softener to make sure it isn’t running too often, or it isn’t running continuously.
Check your meter reading If you have a water softener or an irrigation system, make sure neither system is set to run that night and read the meter before you go to bed. The next morning before any water is used inside or outside, read the meter again. If the reading increased, you have a leak.
Do a five gallon bucket testRead the meter, then fill a five gallon bucket. After filling the 5 gallon bucket, read the meter again. If it moves five gallons, the meter is reading accurately.

Sirens are activated by supervisors at the Dakota Communications Center (DCC) based on the criteria.
If the weather warning includes all of Dakota County, the sirens will sound countywide. Sirens can also be activated by zones or by individual cities within Dakota County as determined by information the DCC receives from the National Weather Service or local officials.
The sirens automatically shut off after three minutes.
